Policy on Interlibrary Loan Borrowing and Lending
Borrowing from Other Libraries
The University Library Interlibrary Loan office (ILL) at St. Cloud State University (SCSU) supports the campus community by making available materials that are not currently available from the University Library collection, and in compliance with U.S copyright law (Title 17, U.S. Code).
ILL personnel will attempt to locate materials for which there are no borrowing fees. If a fee is required, the patron will be contacted for approval before the material is ordered. The patron is responsible for paying borrowing fees. The ILL Office will notify patrons when items are available or if it is unable to fill a request for whatever reason. If the patron does not pick up the item at the Library by the end of the loan period, it will be returned to the lending library on the due date. If the patron did not pick up the item and still needs it, the user may place another ILL request.
Failure to return borrowed materials or pay required fees may result in restrictions on use of University Library resources. A lending library usually will not loan audiovisual materials, electronic books or media, manuscripts, rare books, reference books, textbooks, theses, or fragile materials. A lending library may impose restrictions on how the material is used (including length of the loan period) and SCSU patrons must abide by these restrictions. If a patron does not return a borrowed item, the patron will be billed the cost of replacement (set by the lending library) plus a $10 processing fee when an invoice is received from the lending library. Patrons are responsible for returning the materials in the condition in which it was borrowed and the lending library may assess a charge for any damage to the material. Patrons may request a borrowing renewal, which is approved by the lending library.
Lending to Other Libraries
University Library does not charge for lending materials, and normally will loan any item from its collection except for audiovisual materials, electronic books or media, manuscripts, rare books, reference books, or fragile materials. University Library will bill borrowing institutions for each lost item at the replacement cost plus a $10 processing fee. Borrowing libraries can submit an ILL request through OCLC, MnPALS, e-mail, or ALA request form.
