Making an Impact on the Health of Central Minnesota
The Center for Health Outcomes and Policy Research brings together CentraCare employees and St. Cloud State University faculty and student researchers to develop practical solutions to health challenges in Central Minnesota.
CHOPR offers mini-grants of up to $50,000 to support teams from both institutions in these areas:

- Analysis and establishment of baseline data.
- Development and implementation of interventions.
- Measurement and studying of impact of these interventions.
- Communication and dissemination of results found.
CHOPR calls for proposals twice per year, usually in September and March. Recent calls have been for research focused on the 2023-25 Community Health Improvement Plan.

MISSION: The Center for Health Outcomes and Policy Research unites CentraCare employees and St. Cloud State University faculty and student researchers to develop practical solutions to health challenges in Central Minnesota.
The Center for Health Outcomes and Policy Research (CHOPR) is a joint venture of CentraCare and St. Cloud State University (SCSU). It includes physical space in Eastman Hall at SCSU and funding for research provided by CentraCare. It is led by an Executive Team with designated representatives from St. Cloud State University and CentraCare.
CHOPR is interested in funding research that engages thought leaders from both institutions. Priority will be given to projects that improve health outcomes, human experience or affordability of care. Preference will be given to health priorities identified from the Central Minnesota Alliance Community Health Improvement Plan (CHIP), 2023-2025.
The executive team of the Center for Health Outcomes and Policy Research (CHOPR) seeks proposals that address these population health priorities. Data provided by CentraCare can be used to support one or more of the following research activities:
- Analysis and establishment of baseline data.
- Development and implementation of interventions.
- Measurement and studying of impact of these interventions.
- Communication and dissemination of results found.
While preference will be given to proposals that address the CHIP, other proposals that fit CHOPR’s research activities will be considered.
Successful applications will identify researchers from each institution and contain specific, measurable goals. Research should be focused on the market area of the two institutions; proposals with a focus on rural or greater Minnesota will be considered more highly.
Eligibility
- Projects require a collaboration between an SCSU employee and a CentraCare employee.
- SCSU employees must have an employee assignment over the entire time of the proposed project.
- Stakeholders from other organizations may be included but are not required.
