In 1965, the state legislature modified how the board members were appointed to the Board. The clause in which stipulated that the person appointed must come from the county where the state college resides was removed. The governor was then free to appoint board members with no requirement of geographic location within the state.
Duties, as listed in 1945 “Rules and Regulations, Teachers College Board" (Article 3, Section 1), of resident directors: The resident directors shall have general care and supervision of the college buildings, grounds, and property belonging to the State in connection with the State Teachers Colleges of which they are respectively such directors, and shall consult and advise with the president and faculty of such colleges or to the conduct thereof; and until changed, overruled, or countermanded by this Board, their acts and directions shall be binding and controlling force. They shall approve the quarterly and biennial budgets, and all other estimates requested upon the several funds in connection with such colleges. They shall act in an advisory capacity in behalf of the Board in any repairs or changes to or in the college property, and in the performance of any and all contracts authorized by the Board or entered into by the Board in connection with the respective colleges, and shall be executive officers of the Board with respect to all matters pertaining to their respective colleges, or the property thereof within the jurisdiction of the Board.
