Applying for MEM Admission
Requirements
Complete admission and program requirements are found in the University Catalog.
The Master of Engineering Management designed for students with less than five years of work experience. Students with more than five years experience can apply to join the Executive MEM Program.
MEM Admission Highlights
- Applicants should have an undergraduate degree with a minimum GPA of 2.75 on a 4.0 scale
- Work experience is not required
- A capstone project at a business after completing 30 credits is part of the program requirements
- Non U.S. citizens (international students) are provided Curriculum Practical Training (CPT) work authorization to be able to work in the United States at a company to complete their capstone project
- International students need to provide English proficiency score and we accept IELTS (6.5), TOEFL (79), Duolingo (105) and PTE (57) scores.
Prospective students may email program director Dr. Hiral Shah for a no-obligation preliminary evaluation before submitting a formal application. Include a copy of your resume and a PDF attachment of all transcripts/marks card/marks statement and a copy of the degree certificate if the degree has already been awarded in a single PDF file.
Apply Early
The MEM is a high demand program and seats are filled well before the admission deadline dates and prospective students. SCSU's ASEM certified MEM Program only accepts transfer credits from ASEM certified EM graduate programs. If you plan to transfer credits, check with Dr. Shah prior to applying. Preference to the limited seats is given to students who will complete all 33 credits at SCSU.
Requirements for international students
All international students seeking admission on F1 visa status are required to provided proof of English language proficiency. Students on other non immigrant status such as H4 are not required to submit English proficiency score unless they wish to change immigration status to F1. We accept IELTS (6.5), TOEFL (79), Duolingo (105) and PTE (57) scores.
- Scores between 79 and 99 may be required to clear an English as a Second Language (ESL) exam on arrival.
- Minimum TOEFL score of 100 for unconditional admission
International English Language Testing System (IELTS) score is also accepted for determining English language proficiency.
- An IELTS score of 6.5 allows admission with an ESL test on arrival.
- An IELTS score of 7.5 is required for unconditional admission.
NACES Evaluation
St. Cloud State also requires all international applicants to provide NACES evaluation affiliated organization such as World Education Services (WES) and Educational Perspective evaluated academic transcripts. For applicants who may not have official transcripts handy, they can use any of the two below NACES accredited agencies that review unofficial transcripts. They are listed below:
Students who have graduated from an engineering program at one of the following universities are exempt from the WES or NACES member evaluation requirement and should send an English translated, notarized transcript directly to St. Cloud State:

Students who have an international transcript from St. Cloud State partner institutions are also exempt from the WES or NACES member evaluation requirement and should send an English translated, notarized transcript directly to St. Cloud State.
3+2 Program Option
St. Cloud State University has 3+2 agreements with JKLU in India and with Xi’an University of Technology and Shanghai University of Engineering Science in China.
Through these agreements students study for three years at their home institution followed by two years at St. Cloud State and finish the program with both a bachelor’s from their home institution and a Masters of Engineering Management from St. Cloud State.
Admission
You will fill in the online application for Graduate Studies and indicate you are applying to the Master of Engineering Management 3+2 program in drop down in application.
Applicants must:
- Meet the undergraduate English language proficiency requirements for admission, 61 TOEFL or 5.5 International English Language Testing System (IELTS).
- Have a 2.75 minimum undergraduate GPA.
- Be an enrolled undergraduate student at the partner institution.
- Submit a letter of recommendation/endorsement from the international office or authorized official at the partner school.
- Meet any additional admission requirements outline by the major program in the agreement.
- Submit the $40 application fee.
Graduate Studies will review conditionally admitted 3+2 students for full admission to the graduate program after the undergraduate and agreed upon graduate coursework is completed at St. Cloud State and transferred back to the partner institution to award the undergraduate degree.
For full admission into the master’s degree, the applicant must:
- Have maintained a 2.75 GPA in graduate level coursework at St. Cloud State.*
- Submit an official translated transcript from the partner institution showing the completed degree.

Note: Graduate students must have a cumulative GPA of 3.00 or higher to earn a graduate degree from St. Cloud State University.
Shanghai University of Engineering Science
Industrial Engineering students complete first three years of their program at Shanghai University of Engineering Science and then attend the remaining two years at St. Cloud State in the Master of Engineering Management program at St. Cloud State.
Students in other engineering and management programs generally complete 3.5 years at SUES and then come to St. Cloud State for 1.5 years in the Engineering Management program.
Upon completion of the program, the students will graduate with a bachelor’s degree from SUES and a master’s degree in Engineering Management from St. Cloud State.
Senior Design
Students will complete their Senior Design in the beginning of their fourth academic year and must designate an adviser for joint guidance of the project.
Students must submit a copy of their Senior Design to SUES at least one month prior to the due date for the final presentation. The final presentation will be attended by supervisors from both universities in person or via technology.
Xi'an University of Technology
Students in the 3+2 agreement with Xi’an University of Technology (XUT) will complete the first three years of their program in the Industrial Engineering program at XUT and then attend the remaining two years at St. Cloud State in the Master of Engineering Management program at St. Cloud State.
Upon completion of the program, the students will graduate with a bachelor’s degree in Industrial Engineering from XUT and a master’s degree in Engineering Management from St. Cloud State.
Manipal University Jaipur
Upon completion of the program, the students will graduate with a bachelor’s degree in Engineering from MUJ and a master’s degree in Engineering Management from St. Cloud State.

Scholarships
St. Cloud State University provides MUJ students cultural sharing scholarships for their undergraduate studies. In the second year, MUJ students in good academic standing are considered for graduate assistantships at the university’s current tuition fee waiver and stipend rate for 10 hours per week of work.
JK Lakshmipat University
Students in the 3+2 agreement with JK Lakshmipat University, Jaipur will complete the first three years of their program in the Tech Electronics & Communications program at JKLU and then attend St. Cloud State in the Electrical Engineering, Mechanical Engineering or Computer Science undergraduate programs for one year followed by one year in the Engineering Management graduate program.
Upon completion of the program, the students will graduate with a bachelor’s degree in Tech Electronics & Communications Engineering from JKLU and a master’s degree in Engineering Management from St. Cloud State.

Scholarships
St. Cloud State University provides JKLU students cultural sharing scholarships for the first year. In the second year, JKLU students in good academic standing are considered for graduate assistantships at the university’s current tuition fee waiver and stipend rate for 10 hours per week of work.
Shri Vaishnav Vidyapeeth Vishwavidyalaya (SVVV)
Students in the 3.5+1.5 agreement with Shri Vaishnav Vidyapeeth Vishwavidyalaya (SVVV), Indore, will complete the first 3.5 years of their program in the undergraduate Engineering Programs at SVVV and then attend St. Cloud State in the Computer Science, Electrical Engineering, Mechanical Engineering, Automobile Engineering or related 4-year undergraduate degree program for one semester or more, followed by one year in the Engineering Management graduate program
Upon completion of the program, the students will graduate with a bachelor’s degree in Engineering from SVVV and a master’s degree in Engineering Management from St. Cloud State.
Students should have a minimum GPA of 2.75 on a scale of 4.0. Students will also need to submit an IELTS score of 5.5 or TOEFL score of 61. SVVV students will not be required to provide a GRE or GMAT score.
