IV) Committees
A) Standing Committee Definitions and Purposes
1) Academic Affairs – The Academic Affairs Committee represents and advocates for the Student Association on matters of academic rights and policy. The Committee assists students in the grade appeal and student complaint process.
2) Campus Affairs – The Campus Affairs Committee represents and advocates for the Student Association on matters concerning the physical features, safety issues, and general facilities on the St. Cloud State University campus.
3) Communications Committee – The Communications Committee exists to promote and accurately publicize the activities of Student Government, perform public relations functions, and to assist with the recruiting functions of Student Government.
4) Cultural Diversity – The Cultural Diversity Committee exists to promote, represent and advocate for the Association on a racially and ethnically diverse environment at St. Cloud State University.
5) Fee Allocation – The Fee Allocation Committee is a Student Government Committee that exists to develop, with University input, a budget proposal and Student Fee recommendation to the University President for the funding of all Director Managed functions and agencies at the University.
6) Legislative Affairs – The Legislative Affairs Committee represents and advocates for the Student Association at System, state and federal government offices. The Legislative Affairs Committee will establish and maintain a presence with System state and federal offices and organize lobby efforts for the Student Association on current legislative issues in St. Paul and Washington DC.
7) Senate Finance – The Senate Finance Committee is the body that allocates funds to student organizations using money collected through student fees. The Finance Committee analyzes and adapts its policies each year and must gain approval from the Senate for any final decision.
8) Student Constitution – The Student Constitution Committee represents the Student Association in the creation of the governing documents of the Student Association and Student Government, and also shall be responsible for correcting technical errors in the Student Association Constitution.
9) Student Services – The Student Services Committee represents and advocates for the Student Association on issues involved with implementing and improving campus resources and administrative services for the Student Association and assists students with complaints and University processes.
10) Student Technology Fee – The Student Technology Fee Committee shall exist to provide recommendations on the revenues and expenditures for the technologies accessible by the Student Association. It shall operate as an advisory committee to the President and not a standing committee of Student Government.
11) Urban Affairs – The Urban Affairs Committee represents and advocates for the Student Association in the St. Cloud city government and community to promote student needs and maintain good relations with the St. Cloud community population.
12) Statewide Student Association Committee – A standing committee shall exist within Student Government that serves as a representative body of the statewide student association in which Student Association members are a part.
B) Special Committees
1) The Student Association President, with approval of the Senate, may create Special Committees to meet special needs requiring Student Government action. All rights, restrictions and duties pertaining to members of the Special Committees, as well as membership qualifications and provisions for appointment/elections, vacancies and sanctions will be determined prior to the establishment of the Special Committee.
a) Election Committee
i) An Election Committee is appointed by the Student Association President at least eight weeks before General Elections are to be held.
ii) The Election Committee shall consist of one member from each of the Legislative Affairs, Communications and Executive Committees and one member of the Judicial Council. One member shall serve as the Chair of the Election Committee.
iii) No member of the Election Committee shall be a candidate in the elections being held or be the subject of a Referendum being presented.
iv) The Executive Committee representative of the Election Committee shall not be the Chair of the Legislative Affairs or Communications Committee.
v) The Judicial Council representative shall not deliberate or vote on any question regarding election violation filed with the Judicial Council.
C) Committee Rights/Restrictions/Duties
1) Committees may develop bylaws for their Committee. Committee bylaws, other than the bylaws for Cultural Diversity Committee, may be approved, modified or rejected by the Senate. Senate Finance Committee and Fee Allocation Committee must develop bylaws for their Committees which must be approved, rejected, or returned to Committee by the Senate.
2) Committees may propose motions to Student Government.
3) The Fee Allocation Committee shall develop a proposal for the allocation of funding to University Director-Managed functions and agencies. The Fee Allocation Committee, after consulting with the Senate, shall submit their budget recommendation to the University President. The University President shall hold final authority over the budget allocations after discussion with the Student Association President.
a) The Fee Allocation Committee budget recommendation shall be presented to the Senate for consultation no later than twenty one days before the end of Spring Semester.
4) The Senate Finance Committee shall develop a proposal for the allocation of funding to student organizations.
a) The Senate Finance Committee budget recommendation shall be proposed to the Senate no later than twenty one days before the end of Spring Semester.
b) The Senate Finance Committee budget proposal may be approved, modified, or referred to Committee by the Senate.
5) The Technology Fee Committee shall develop a proposal for the allocation of funding to technology services for the Student Association. The Technology Fee Committee, after consulting with the Senate, shall submit their budget recommendations to the University President. The University President shall hold final authority over the budget allocations after discussion with the Student Government President.
a) The Technology Fee Committee budget recommendation shall be presented to the Senate for consultation no later than twenty one days before the end of Spring Semester.
D) Committee Member Rights/Restrictions/Duties
1) Appointed Committee members have a right to vote on their respective committee bylaws
2) Committee members must abide by the bylaws of their respective committees.
E) Membership
1) Committee members other than those on the Cultural Diversity, Fee Allocation, Senate Finance, or Student Constitution Committee are appointed by the Student Government in accordance with the Student Government Bylaws.
2) Members of the Cultural Diversity Committee shall be selected according to the Cultural Diversity Committee bylaws.
3) Fee Allocation
a) The Fee Allocation Committee shall consist of seven elected members, a member appointed by the Student Government President, and the Finance Chair or their designee, all with a vote in accordance with Fee Allocation Committee Bylaws. The seven elected members of the committee shall be elected within twenty one days of the end of Spring Term and take office at the start of the new fiscal year.
b) The designee of the Senate Finance Chair shall be a member of the Senate Finance Committee.
4) Members of the Senate Finance Committee shall be elected by the Senate through internal elections and according to Senate Finance Committee policies within 21 days of the end of Spring Semester.
5) The Student Constitution Committee shall consist of six Association members appointed by the Student Government in accordance with the Bylaws and two representatives appointed by the University President.
6) The Student Technology Fee Committee members shall consist of seven voting members. Five student members shall be appointed by the Student Government President and two administrative members shall be appointed by the Provost of the University.
a) One of the student members shall be a member of Student Government and act as a liaison between the two bodies.
